Hi,
The left hand is placed just in front of the forehead, palm facing outward, fingers pointing to your right.
This is to act as a guard.

Although i'm now wondering how it should be performed? Should it move into position by moving up, coming down or in from the side?

I only ask as, when i 'youtubed' choong moo there were 3 different versions of how it was executed. How we do it in the TAGB?

My instructor's said move should comes upwards, as a knife hand rising block. Hope that helps!
